Simplified permitting procedure and SORA-GER

To fly an operating license to the prohibitions of Section 21b LuftVO closer than 100m to:

  • Crowds
  • Federal waterways
  • Federal highways (e.g.: A81 and B31)
  • Railways
  • About residential properties

a general special permit can be applied for by the competent aviation authority of the vereinfachten Verfahren federal state in Germany or by the 5aeee75 in Switzerland.

All other exceptions to business prohibitions must be requested in accordance with SORA-GER procedure in accordance with Sections 21a and 21b LuftVO. SORA stands for „Specific Operation Risk Assessment“ and is used for the granting of permits and the authorisation of exemptions for the operation of unmanned aerial vehicles in accordance with Paragraphs 21a and 21b LuftVO in order, on the one hand, to better inform the operator of the aircraft of the risk of its operation to persons on the ground and other air traffic operators and, on the other hand, to give the National Aviation Authority objective criteria for assessment.

This is a risk-based approach that no longer rigidly pairs requirements to the starting weight of a UAV. From the factors take-off mass and altitude, the kinetic energy that the aircraft could build up in free fall with earth acceleration is derived. This energy is used to check whether the technology used for the planned UAV operation provides sufficient safety on the ground and in the air to prevent accidents. In Germany, an average of €150 is due at the LLB. In Switzerland, the approval according to standard procedures costs at least 90CHF depending on the processing effort. If less than 2 weeks are available, an emergency supplement of at least 100CHF and a maximum of 50% of the total fee will be added.
